Turbidity Control Barriers For A Small Man-Made Lake

I am working on a project in Ft Lauderdale Florida. I need turbidity control on a small man-made lake during construction of a rip-rap shore line repair. Most likely, I need a type 1 turbidity barrier.
I am unsure of the turbidity skirt depth. The lake is 30 foot deep and we will be constructing a 1400 shore line in 250 segments. I know that the engineer of record has not specified anything. It is the EPA that ask for it when we submitted for approval. Does the barrier have to go to the bottom or just a few feet below the surface? This is a very simple project. We are just placing some rip-rap on the shoreline to control the erosion.
Can you send me all information related to installation and the effectiveness of a 5' barrier?
